It was not double layered. Too sheer.

This one almost nailed it. The flutter on the sleeves is actually quite a stiff material that projects off the shoulder instead of lying down. It looked ridiculous and I would have been too embarassed to wear it in public. The fit was as expected and the material was comfortable and soft.
